PHC Medical Center was built on one conviction: the families of Borough Park, Kensington, and Flatbush deserve world-class healthcare without leaving the neighborhood — or feeling like a stranger when they arrive.
BUILT FOR THE NEIGHBORHOOD

PHC (Formally Perfect Health Care) was founded in 2011 by Joel Deutsch and Nosson Hayum, FNP, two people who knew this community from the inside and saw what it was missing.
Families here were traveling across the borough for a cardiologist, waiting months for a dermatology appointment, and explaining themselves twice at every new office — their history, their language, their way of life. Good medicine existed in Brooklyn. It just didn’t exist here, together, in a place that felt like it belonged to the neighborhood.
So they built it.
The beginning 2011
PHC (Perfect Health Care) was founded by Joel Deutsch and Nosson Hayum, FNP, on 18th Avenue.
The vision grows
What started as a small primary care practice on 18th Avenue began growing into a full medical center.

Primary care, pediatrics, urgent care, and specialty medicine — all under one roof at 4426 18th Avenue, in the heart of Boro Park.

PHC sits on 18th Avenue for a reason. Boro Park isn’t our “market” — it’s our home base, and Kensington and Flatbush are our neighbors. Our patients are our neighbors at the grocery, the school pickup, the shul, the church.
That closeness changes how care works. Our front desk recognizes voices on the phone. Our pediatricians see siblings, cousins, and eventually the children of children they once treated. And when a specialist is needed, the referral goes down the hall — not across the borough to an office that’s never heard your name.
